History and Structure

Center for Outcomes Research and Economic Evaluation for Health (C2H) is a department of National Institute of Public Health (NIPH), established in 2018.

Mission

C2H was established in 2018 for the academic research on cost-effectiveness evaluation, and the public roles of the official HTA process. In Japan, where public healthcare expenditure has been increasing, we evaluate the balance between the cost and outcome of healthcare technologies. The goal of our organization is to make the public healthcare system more sustainable.

How C2H Works

If a product meets the selection criteria of cost-effectiveness evaluation, the manufacturer has to prepare and submit economic data to Chuikyo committee within 9 months after selection. The analysis data will be reviewed by academic groups on behalf of C2H within 6 months. The results of reviews are submitted to Expert committee of cost-effectiveness evaluation (ECCEE), and then the price of the product is adjusted according to the incremental cost-effectiveness ratio.

C2H plays a key role in Japanese HTA process.

Future Plans

Human resource for HTA is limited in Japan. Capacity building is needed to promote HTA.
