History and Structure

State Health Care Accreditation Agency under the Ministry of Health of the Republic of Lithuania (VASPVT) has been established in 1996. It is a governmental institution with most activities, commissioned by the Ministry of Health. There are 8 divisions in VASPVT, responsible for licensing, supervision and accreditation of health care organizations (health care providers), registration, licensing and supervision of health care specialists, conformity assessment of medical devices (due to EU regulations), registration and vigilance system of medical devices and organizing HTA at national level. Since January 1, 2012 VASPVT is also responsible for the management of medical devices and quality of health care at national level.

How VASPVT works

In accordance with the Minister of Health of Lithuania order No V-1156 of 26, November, 2008, VASPVT is responsible for recommendations, regarding reimbursement of health care services in Lithuania.

Dissemination Activity

Publications and reports, regarding to health technology assessment, are mainly disseminated through our website and a specialized site for HTA “TechnoMedTas”. The main targets groups for this information are clinicians, health care policy makers, CEO of health care organizations (health care providers), administrators and general public.

Current projects on HTA

  • Development of health care priorities in the application of medical technologies at a national level.
  • Collecting and analyzing data on expensive medical devices from health care institutions.
  • Expensive health technologies usage: CT, MRI, Gamma camera, Mammography, Linear accelerators, Angiography, X-ray devices, Sonography equipment and PET.
  • Ensuring health care quality and health care technologies assessment.
  • Assessment of medical devices in accordance with national priorities.
  • Assessment of centrally purchased and/or reimbursed medical devices.
  • EUnetHTA JA on HTA 2 (2012-2015).

Future plans for HTA

  • To facilitate the integration of HTA reports in health care policy making.
  • To provide specific guidelines for the assessment of health technologies.
  • To develop methodologies for the assessment of health technologies.
  • To improve dissemination of HTA reports.
  • Ensuring health care quality and health care technologies assessment.
